Greenwood Planning Commission approves multiple plats, vacations and recommends annexations with conditions

At its Dec. 8 meeting the Greenwood Planning Commission approved minutes, continued two incomplete rezonings to Jan. 12, and voted to approve multiple plat vacations and primary plats; it also recommended annexation and rezoning of large residential proposals to the City Council with traffic and infrastructure commitments.
The Greenwood Advisory Planning Commission on Dec. 8 approved a bundle of procedural and land-use actions, clearing several plats and vacations and forwarding two major rezoning/annexation proposals to the Greenwood Common Council with developer commitments.
The commission began by approving the Nov. 24 minutes and granting continuances for two petitions (PC2025-079 and PC2025-081) after staff said legal descriptions were missing. The panel then approved a series of land-record actions: the Anderson Hauser plat vacation (PC2025-070) and the Anderson Hauser primary replat (PC2025-072) were both approved with conditions that easements and covenants be preserved and that new plats be recorded. The commission also approved a partial plat vacation for Greenwood Meadows (PC2025-078) to enable a future commercial subdivision and approved Greenwood Place primary plat (PC2025-069) subject to three technical-review conditions (removal of a 5-foot planting strip from the primary plat, addressing TRC comments, and receipt of outside review approval).
Smaller residential primary plats were approved as ministerial actions where the primary-plat standards were met; for example, the Octave primary plat (PC2025-073) for four buildings and eight units passed after staff confirmed subdivision standards. All votes recorded during the meeting were unanimous where tallies were stated.
Two larger items were forwarded to the Greenwood Common Council. The commission voted to recommend annexation and rezoning for the Windfill proposal (PC2025-075), a roughly 66.45-acre annexation proposed in Johnson County to be rezoned to RM, and required a traffic study, a restricted donation toward roundabout improvements, coordinated road improvements at Combs and 5 Points, a pedestrian crossing, and an effort to align entrances with neighboring developments. Separately, the commission recommended approval of the Atkins Johnson rezoning (PC2025-076), a request to rezone about 32.96 acres from AG to RM for an approximately 49-lot single-family subdivision, subject to six conditions including roadwork on Honey Creek Road and a traffic-impact study.
Motions, outcomes and recorded tallies noted during the meeting include: approval of minutes (motion carried 7-0); continuances for PC2025-079 and PC2025-081 (both continued to Jan. 12); approval of PC2025-070 plat vacation (motion carried 7-0); approval of PC2025-072 primary replat (motion carried 7-0); approval of PC2025-078 partial plat vacation (motion carried 7-0); approval of PC2025-069 primary plat (motion carried 7-0); approval of PC2025-073 primary plat (motion carried 7-0); recommendation to council for PC2025-075 annexation/rezone (motion carried 7-0); recommendation to council for PC2025-076 rezoning (motion carried 7-0).
The meeting closed with routine announcements and an adjournment.
