Fuquay Varina board approves two voluntary annexations and adopts public application process to fill vacancy

The Fuquay Varina Town Board on Dec. 1 held public hearings and approved two voluntary annexation ordinances extending the town’s corporate limits for small, noncontiguous parcels.
Planning Director Davidson summarized the first petition (ANX 202519) for a 2.62-acre parcel at 9160 Lake Wheeler Road owned by David Harold Cotton Jr. and Alexandria K. Cotton. Davidson told the board that water service was available for the parcel but sewer service was not and had been exempted by the annexation agreement; a nearby fire-flow test produced inadequate flow. After the public hearing opened and no speakers opposed the annexation, a motion to adopt the annexation ordinance was made, seconded and approved by voice vote.
A second voluntary annexation (ANX 202520) for a 1.07-acre parcel at 4845 Frankie Road was presented similarly: water service available, sewer and sanitation services exempted under the annexation agreement. That hearing also closed with no public comment and the board approved the annexation ordinance by voice vote.
Later in the meeting the town manager outlined a public, scheduled process to fill the vacancy created on the board when William H. Harris assumed the mayor’s office. The proposed timetable — which the board approved by motion — calls for applications to be accepted Dec. 2–Dec. 19 with a noon cutoff on Dec. 19; the board would review applications through Jan. 4, select interviewees at its Jan. 5 meeting, hold interviews in a special meeting on Jan. 12, appoint a member on Jan. 20, provide orientation the week of Jan. 26 and swear in the appointee on Feb. 2 so the person can attend the board retreat in February.
Clerk-certified petition sufficiency, exemptions for sewer or sanitation where noted in the annexation agreements, and the board’s vote outcomes were recorded on the public record during the meeting. No public speakers registered opposition during either hearing.
