Peter Mitchellino recommended having another commissioner review emergency expenditures when timing requires quick action.
Commissioner debate emphasized that the authority is limited to contingency or contract line items already approved in project budgets, not creating new budget authority. One commissioner asked that two signatures be required among the expanded pool of authorized signers; the court recorded the final vote as 4 in favor and 1 opposed.
