Escambia board approves contractor license reciprocity and exam requests

The Escambia County Contractor Competency Board voted Dec. 3 to approve several contractor licensing requests, including permission to sit for an underground utility contractor exam, reciprocation of roofing and general contractor licenses, and a business name change for a plumbing firm.
Staff introduced Anton Bereshev, who sought approval to take the underground utility contractor examination based on his general contractor license held since Sept. 4, 2020; board members questioned and accepted his experience working with Delta Max Incorporated, and the board approved his request. "Congratulations," the chair said after the vote.
The board also approved Kurt McLaughlin's application to take the building contractor examination after receiving additional experience verification documentation staff reported it had received and reviewed. McLaughlin described a lengthy career in medical construction and supervisory roles; staff added photographic and reference materials to the record prior to the vote.
David Reynolds, applying to reciprocate a Santa Rosa County registered roofing contractor license (RC29027969), told the board he has extensive field experience; he noted a bankruptcy in his past that was disclosed in the application packet and addressed in supplementary materials. The board approved his reciprocity request.
Rainer Crabtree received approval to reciprocate a residential contractor license (RR282812156) after staff reported criminal and financial background checks were clear. Ashley Renee Preston, seeking reciprocity of a registered general contractor license (RG291104125), described her construction background and local ties; she told the board, "I know it's probably odd for a woman to be up here as a general contractor," and members responded positively before approving her application.
Separately, the board approved a business status change for Sean Grise (doing business as Prestige Plumbing and Gas), allowing the applicant to convert to an LLC after staff reviewed court records showing an adjudication was withheld and the applicant provided supporting documentation.
Board actions were taken after staff presentations and member questioning; motions to approve each application were seconded and passed by voice/hand vote. No members of the public had signed up to speak during the public forum.
The board closed the agenda items and moved on to a disciplinary matter later in the meeting.
