Residents reported that the city-owned lot at the corner of Adams and South Summer is being used as an informal auto shop and that trash and disabled vehicles create safety and access problems for nearby families and Morgan School staff. Councilor Carmen Ocasio presented an order to change the lot’s hours and designate school-staff parking 7 a.m.–5 p.m. and residential parking 5 p.m.–7 a.m.
DPW and HPD staff recommended clearer signage and enforcement; HPD noted an existing city ordinance prohibits working on vehicles on city property and authorizes fines and towing for violations. DPW acknowledged signage could be improved and suggested the matter is appropriate for the Parking Advisory Committee and ordinance review because the lot is city property and broader policy decisions (e.g., designating specific spaces) require ordinance or advisory action.
Committee members also noted the need to balance resident access and school staff needs; Superintendent Sotos said Morgan staff use the lot but reported no systemic parking shortages there. The committee unanimously voted to refer the matter to the Parking Advisory Committee with a copy to the Ordinance Committee so they can draft a recommendation and any necessary ordinance language.
