Commissioners pull arts funding item after public comments; ask for detailed budgets

Commissioner Lockhart said she wanted more transparency and multi‑year, line‑item budgets to understand how county funds are being used and whether the dollars are reaching intended grant recipients. "I want to make sure that we are using taxpayer dollars as best we can," she said, citing historical changes in how the county routes arts funding.
During the public comment period, resident Bill Hyde told commissioners he was alarmed by what he described as a large increase in an arts line item and questioned whether funds were being spent primarily on salary rather than direct grants. "Your money is not going to what you just talked about," Hyde said.
Speakers representing PTAs and the SCAC urged continued funding. Abby Sanchez, who said she serves on the SCAC board, described grants that support school arts events and student engagement; Kimberly McHugh and Steven Young recounted local school programs and countywide PTA benefits funded through SCAC grants. Dr. Deborah Bauer, executive director of the Seminole Cultural Arts Council, said SCAC has awarded "almost $28,000 in grant money" in the prior three months, that county funds have stayed in Seminole County, and invited commissioners to review SCAC's documentation.
After the public comments, Commissioner Lockhart moved to pull item 19 to a future meeting; Commissioner Zendaya seconded. Commissioners requested detailed budgets for multiple years (the chair asked for five years), line‑item spending, and documentation showing grant distributions, and set the return date to the board's Jan. 27 meeting.
The board approved the rest of the consent agenda with item 19 and item 24 held out for additional review.
Next steps: staff will work with SCAC to produce the requested line‑item budgets and grant distribution records and return the item to the board on Jan. 27.
