El Paso ISD board approves school improvement plans for 18 identified campuses

El Paso ISD trustees unanimously approved the 2025-26 federal and state required school improvement plans for identified campuses, enabling the district to submit plans to the Texas Education Agency.
Al Garcia, chief academic officer, and Monica Chavez, TEA district coordinator for school improvement, gave a summary of identification labels (Targeted Support and Improvement, Additional Targeted Support, Comprehensive Support and Improvement) and described the district—s common approaches to plans: local improvement plans, turnaround/restart plans and ACE-model implementation at several campuses.
Chavez outlined the ACE model's five pillars: strategic staffing (ensuring qualified staff and, where applicable, re-staffing decisions), instructional excellence (training for teachers and leaders), an extended school day with targeted interventions and added nutrition, wraparound services and enrichment, and strong community partnerships (for example, Project Vida support for mental health). She named Murphy PreK-8 and Guillen Middle School as campuses following the turnaround model.
Trustees asked clarifying questions about identification criteria, student subgroup thresholds (e.g., minimum group size), monitoring cadence and what exiting an identification label requires. Administration said plans include action steps, milestones and quarterly monitoring tied to interim STAR data and other measures; presenters noted most of the 18 campuses have met interim milestones to date.
Trustee Cuellar moved to approve the plans; Trustee Leverage seconded. The board voted 7-0 to approve the plans and forward them for TEA review as required.
