Mayor Davis told the finance committee on Dec. 1 that a contractor provided a firm estimate to renovate and infill four ball fields on Eureka Road. The quote from Baseline Sports Construction LLC totaled $1,149,000, or approximately $275,000 per field, and included drainage and stone base work.
"An estimate of, $1,149,000. So it's about 275,000 a field," the mayor said while explaining the line-item breakdown. He said the county is applying for a parks grant that would be a 50/50 match; awards for that grant round will not be known until late summer. The mayor and committee discussed site differences: Bradley North was described as swampier and more difficult, while Eureka Road is both the most damaged and the most needed.
Committee members discussed financing structures. The mayor said that if the county borrows to finance the work, it would likely amortize the loan over approximately 10 years with annual transfers from the HCI fund into debt service, noting auditors prefer that treatment rather than paying from operating lines.
No formal motion was made on the field work during the meeting; members asked staff to continue exploring the grant opportunity and to provide amortization scenarios to the ad hoc committee for parks funding.
