Bradley County finance committee approves library payoff and multiple budget amendments

Bradley County’s Finance Committee on Dec. 1 approved a series of budget amendments that the committee’s chair said will clear several short-term debts and reallocate operating money ahead of the 2026 budget cycle. The committee voted to transfer $273,000 from the HCI fund balance to cover a library payoff, a move the mayor said should reduce future interest costs if staff call for a payoff figure promptly.
Mayor Davis presented the library payoff plan and advised staff to “call and get the payoff today, not wait till that payment is due,” saying that would save interest. Committee members voted to approve the HCI transfer and related amendment; the chair announced the motion passed 5 to 0.
The committee also approved a string of departmental amendments with recorded unanimous votes, including $400 for mayoral travel, data-processing funding for the circuit court clerk, several legal-service adjustments, EMS reimbursements and a $57,525 traffic-safety grant award. A package of opioid-abatement allocations was taken together and approved 5 to 0.
Finance staff proposed a separate $334,503 reclassification of multiple local revenue lines into a single “other local revenue” account to satisfy auditors. Commissioners expressed concern that lumping multiple income streams (commissary, booking fees and other special revenues) into a single line would reduce the county’s ability to track specific revenue sources. After extended discussion the chair announced the proposal did not pass.
The committee also addressed several small sheriff’s office and maintenance amendments and noted that an EMA equipment sale would add $2,952 of revenue to that office’s budget. Chair said the remaining open purchase orders and ARP commitments will be revisited at the January meeting.
Next procedural step: the finance committee’s recommendations will be forwarded to the full county commission at the regular meeting, and staff were asked to prepare payoff paperwork and any contract amendments before then.
