Legal committee urges extra review for PILOT/TIF agreements, recommends nuisance property remediation estimates

Commissioner Collins summarized actions from the Legal & Legislative Committee and told the commission the committee voted unanimously to recommend that payment-in-lieu-of-taxes (PILOT) agreements and tax-increment-financing (TIF) agreements be required to go through two work sessions before the full commission votes.
Collins said the additional review mirrors the county’s process for noncontiguous annexation and interlocal agreements and gives commissioners time to ask questions about sometimes complicated proposals. He said he placed the recommendation on the Dec. 15 voting-session agenda.
Collins also reported that County Attorney Freyberg presented a public-nuisance consideration consistent with a Nov. 18 criminal court order for property at 1770 Spring Place Terrace Road in Cleveland. The committee voted unanimously to recommend obtaining cost estimates for remediation and to refer the matter to the finance committee for consideration.
Finally, Collins said the committee agreed to add a reminder to committee agendas encouraging commissioners to use microphones consistently so remote viewers can clearly hear discussions and votes.
