On Dec. 9 the Montgomery City Council approved a package of development and infrastructure actions intended to keep several projects moving into design and construction. Key approvals included authorizing architectural and engineering services for a municipal complex, directing design work for downtown McGowan Street improvements (phase 1), and accepting an engineer’s recommendation to award the contract for relocation of Lift Station Number 5.
Staff presented a scope for architectural, structural, mechanical, electrical and civil consultants for a municipal complex; the council voted to accept the item and directed staff to return with a formal contract in January. For downtown improvements the council approved phase 1 (roadway work on McGowan Street) and asked staff to time other site work with final decisions about the community center.
On a separate procurement action, the council reviewed bids for the Station #5 relocation project. The low base bid from AR Turnkey was $2,084,927 with a 300-calendar-day schedule. Council voted to accept the recommendation and authorize award subject to contract execution and deposits; staff said final contract documents and payment schedules will be returned at the first January meeting. Council also accepted other development-related items: acceptance of public lift station in Bridal Phase 1A, releases of maintenance bonds for Montgomery Bend developments (excluding sidewalks still under warranty), acceptance of Brierley Phase 1b plats, and authorization of a three-party MOU tied to Old Plantersville Road improvements.
Council members emphasized the timing and coordination of public works, financing and bid packages. For the Station #5 project staff noted cost increases above estimate driven by utility relocations and congested right of way. The council’s approvals allow staff and developers to proceed with contracting, plan submittals and sequencing; in many cases staff said follow-up work on contracts, deposits and bonding will return to council in January.
