Committee forwards a slate of public-works contracts and ordinances to Jan. 6 consent agenda

The Federal Way Land Use & Transportation Committee forwarded a package of contract amendments and ordinances to the Jan. 6, 2026 council consent agenda, city staff said.

Fleet maintenance: Jared Larson, operations manager for Public Works, requested two contract amendments with Eagle Tire and Automotive to extend maintenance service through Dec. 31, 2026 and add not-to-exceed amounts of $150,000 for non-police fleet and $250,000 for police vehicles. Larson said the city maintains 108 general operational vehicles and 205 police vehicles and that the city’s new maintenance facility and staffing plan remain the longer-term solution to reduce reliance on outside vendors. Council members asked about how vehicles are scheduled for service, mileage tracking and telematics; staff said mileage and telematics reports are used to trigger routine service and that the initial 2026 work will continue under the existing vendor while the new facility becomes operational.

Stormwater decant facility: Staff asked to enter a two-year interlocal with King County to continue using the regional stormwater decant facility for proper disposal of solids and liquids removed from stormwater systems; the current agreement expires Dec. 31, 2025. The packet shows $25,500 budgeted for waste disposal billing and staff said no additional general-fund impact is anticipated.

Right-of-way landscape maintenance: Public Works requested an amendment to the 2023 right-of-way landscape maintenance contract with Macklemore Incorporated through Dec. 31, 2027 for an additional not-to-exceed $486,628.64, contingent on 2027 budget approval. Staff said approximately 40% of work is contracted and 60% done in-house and explained legal differences that determine whether work must be competitively bid; that contract was competitively awarded eight years ago and staff expect the 2027 procurement to go to bid again.

Franchise ordinance: Public Works presented an ordinance to grant Forged Fiber 37 LLC a 10-year franchise to place fiber telecommunications infrastructure in city right-of-way; the company paid a $5,000 deposit. Staff said multiple providers may seek service areas in the same neighborhoods and that utility-tax treatment for operating fiber services is assumed but not yet tested.

Forest-practice jurisdiction repeal: Associate planner Caitlin Starnes presented code amendments to repeal local review of Class IV forest-practice applications and return that review to the Washington Department of Natural Resources (DNR); staff said the decision will save staff time and that state review criteria are the same as local criteria for these administrative permits.

Action: For each item the committee voted to forward the proposed contract amendments and ordinances to the Jan. 6, 2026 consent agenda for council action.
