Federal Way committee forwards $500,000 TIB match for City Center Greenway project

The committee voted to forward acceptance of a Transportation Improvement Board (TIB) grant that will match city funds for a City Center Greenway project.
Mesmer, a city staff member presenting the item, said the City Center Greenway project would add pedestrian and bicycle improvements on 20th Avenue South and South 308th Street to close gaps between Federal Way High School, the city center and the light-rail area. "The estimated project cost is an even $1,000,000. We have already budgeted for half $1,000,000 in the city budget, and the TIB wants to give us the $500,000 to match," Mesmer said.
Staff cautioned that the project will likely require taking part of the roadway to install sidewalks and could reduce on-street parking in sections of the neighborhood. Councilmember Susan Honda asked whether the neighborhood supports the change; staff said public engagement is ongoing and the project originated from a traffic improvement plan request by residents seeking safer student routes to school. A staff member noted the improvements are intended to restore safe pedestrian paths where parked cars have taken over paved shoulders used for walking.
Action: The committee forwarded acceptance of the TIB transportation grant to the Jan. 6, 2026 council consent agenda.
