Staff explained the city issued a NOFA after receiving the King County grant in 2022, received eight applications and recommended three organizations for funding based on commission scoring and alignment with city priorities. The commission recommended awarding Bridging the Gap, MultiService Center and South King County Neighborhood Council (the latter a newer organization) to maximize reach and measurable outcomes; staff said the commission adjusted two amounts slightly to bridge gaps and to ensure the funds would be spent promptly.
Council members asked about applicant vetting, organizational history and sustainability. Staff said applicants must serve Federal Way residents and that contracts would be reimbursement-based; they also said awardees would be monitored under standard contract terms. One council member noted the South King County Neighborhood Council appears to be a newer organization incorporated in 2017, and staff said they would provide additional background before the council vote. The committee recommended sending the commission’s recommendations to the Jan. 6 consent agenda; staff said contracts would be executed and reimbursements would begin in February if council approves.
