Council hears wastewater regulatory update and year-end plant improvements

City staff updated the council on a pending cleanup-and-abatement order, Title 22 reporting, tracer study feedback and plant upgrades including new meters, sand-filter work, a PLC replacement and a new interconnect pipeline to improve redundancy.
At the Dec. 2 meeting the council received a regulatory and operations update on wastewater and the city’s tertiary treatment plant. A contracted consultant (speaker 22) reported that the cleanup-and-abatement order submitted in September has not produced regional-board feedback and that the city completed requested additional work. The Title 22 report and tracer-study materials were submitted earlier; staff reported targeted comments on the tracer portion and work to address those items.
Public works staff gave an end-of-year account of capital work at the treatment plant: installation of a new flow meter, cleaning and restoring sand filters, temporary measures during a tracer study to maintain irrigation with tertiary water, replacement of aging pumps and level sensors, commissioning of a new PLC to reduce failure risk, and installation of an interconnect pipeline between pond and tertiary facilities to increase storage and resiliency. Staff said additional plant improvements are planned and that some work will carry into next year.
Councilors asked clarifying questions about who is the council contact for wastewater issues after a committee disbanded and whether outstanding task orders need a formal agenda item. The consultant noted some task orders had been exhausted and asked the council to consider an additional task order if continued services are required.
