The Clermont County Board of Commissioners voted Dec. 10 to execute a 2025 Participation Agreement with the County Commissioners Association of Ohio Risk Sharing Authority (CCAOCORSA), a risk pool option presented by Arthur J. Gallagher.
Kevin Fink of Arthur J. Gallagher summarized a concise comparison of renewal options and said the CORSA option could lower the county’s total program cost by roughly 18%, reduce certain deductibles (for example wind/hail retention reduced in some lines) and add $2 million in cyber insurance limits. He noted the CORSA program requires a three‑year commitment and that some liability-defense administration would be handled within CORSA’s structure.
Gail (board staff) read the resolution into the record, which described the coverage term as 12/31/2025 through 05/01/2027 and cited an annual premium rate "not to exceed $1,006,700." The board moved to approve the participation agreement; Commissioner Painter abstained, saying he is the current president of CCAO and would remain so through the end of the month. Commissioners Bachelor and Corcoran voted yes and the motion carried.
Emily Akers said staff will separately place cyber coverage and will coordinate with departments after the new year to review the resources, HR toolkits, cybersecurity grant opportunities (up to $5,500), and other services CORSA provides. Akers also noted the pool is authorized under the Ohio Revised Code and that CORSA is not an insurance company but an intergovernmental risk pool.
Next steps: staff to present detailed contract documents and recommended implementation steps after internal review and to bring cyber placement recommendations to the board.
