The Sandy Springs City Council authorized a settlement and fee-simple purchase on Dec. 16 to acquire property rights at 5674 and 5696 Roswell Road in support of the CDBG Roswell Road Sidewalks Project (project number TOO337). City attorney Danley told council the acquisition is challenging because of narrow property geometry and associated loss of diagonal parking; the settlement figure presented to council totals about $790,000, which includes an appraisal-based value and costs to construct replacement parking and relocate a regulatory-compliant dumpster site.
Danley said the appraiser estimated a business-loss value of $276,000 and the actual construction cost of a replacement parking lot was $502,000, plus $70,000 for dumpster relocation; together with the appraised land value and adjustments, the proposed settlement reached roughly $790,000. The city attorney recommended approving the amount and completing the acquisition to finish the sidewalk project.
Councilmember Andy Baumann moved approval of the resolution; the motion passed. Councilmember Tibby DeGiulio said he would vote no on the item, stating he believed the city was overpaying for the property, but the measure carried.
The resolution directs staff to complete the acquisition and apply the property rights to the CDBG-funded sidewalk project.
