Residents call for measurable results as City hears youth-services update

At the outset of the Nov. 18 meeting, two public-comment speakers urged council action on homelessness and described local services for young people.
Dean Hewitt told the council that local leaders are choosing the scope and intensity of services and that the community should demand measurable outcomes. "If these NGOs are receiving funding to solve a problem, then the public has a right to see measurable results, not just activity, but outcomes," Hewitt said, citing repeated park cleanups, ongoing illegal camping and blocked sidewalks as examples of persistent problems he said require performance-based contracts and transparent reporting.
Annie Havens, who identified herself as serving with Youth Connection (primarily at Bellaire), described daily operations and outreach. She said the organization serves “an average of 30 youths daily with a meal and resources,” said they recently housed two young people and reported that in 2024 some 86% of program participants exited into permanent housing. Havens described an upcoming Thanksgiving dinner and a Christmas giving tree to support clients with gifts and food.
Neither public comment prompted an immediate policy vote, but councilmembers and staff acknowledged the points raised. The remarks spotlighted a gap between service activity and publicly visible outcomes, a theme staff and elected members may address in future budget or contract discussions.
