Shelton approves system-of-care coordinator contract and delegates signing authority for federal reimbursements

The council approved two related actions intended to support mobile behavioral-health response and streamline reimbursement for federally funded projects.
City management presented a contract with the Thurston Mason Behavioral Health Administrative Services Organization to fund a system-of-care coordinator for calendar year 2026. The coordinator will work within an existing mobile innovative-health program that includes a certified peer-support specialist and is led by North Mason Regional Fire Authority. Council adopted Resolution 1422-1225 authorizing the city manager to sign the contract.
Separately, the council added an item to delegate signing authority for federally funded project reimbursements. Assistant public works staff explained that state and federal reimbursement processes have changed and that delegating authority to the city manager to sign reimbursement invoices will allow the city to process payments and reimburse consultants promptly. Council adopted Resolution 1423-1225 delegating that limited authority.
Staff emphasized both steps are administrative: the system-of-care coordinator contract continues grant-funded services already in place and the signing-authority resolution is intended to expedite reimbursement processing so the city can receive and distribute funds efficiently.
