Chief Information Officer Robert Benavides said the county’s financial systems date to 2007 and cannot meet modern reporting needs. The request sought authorization for an approximately five‑year contract with SAP Public Services to replace core financials and procurement tooling; staff said implementation will be phased (Ariba first) and could take 24–36 months, with real‑time reporting, improved segregation of duties and automated contract and insurance certificate tracking among the benefits.
Benavides said the county could realize about $1.7 million in vendor incentives if the contract is signed by the end of the calendar year. Commissioners asked about run‑rate duplication of costs during the transition, vendor ecosystem onboarding for local suppliers, project‑planning features and use of contract‑management automation to flag expirations and compliance. The motion to approve the appropriation and contract authorization carried 5‑0.
