Finance Director Irmina summarized the prior actions: council adopted ordinance 2025‑940 establishing the TBD and a resolution declaring intent to assume powers of the district. Under state law discussed at the meeting, cities coterminous with a TBD may assume its functions after following formal public notice and hearing steps described in RCW 36.74.
Council discussed the likely revenue tools available to a TBD — including a vehicle license fee (the staff projection included $20 per vehicle for half a year in 2026) and optional sales tax authority up to 0.3% — and noted that the city had not yet incurred liabilities under the TBD. During the hearing, Councilmember Cavalieri said he had supported the idea historically but would vote against it given recent tax actions and policy context.
No members of the public signed up to testify at the meeting. The council voted to continue the public hearing to the Jan. 6, 2026 regular meeting to ensure full compliance with the notice provisions of RCW 36.74 and provide an additional opportunity for public comment.
What happens next: staff will publish the additional notice required by state law and return to council on Jan. 6 with the continued public hearing and any proposed implementing ordinances or resolutions.
