City staff said the Army Corps requires a concurrence letter (confirming scope and funding approach) and a financial-capability document (confirming the city can meet the 25% local match) signed by the city attorney and interim finance director to begin formal Corps review and proceed toward contract award. Staff said the city previously approved local matches and increases to the local contribution in prior council actions and that municipal-option sales tax and other funds are intended to meet the obligation.
Council had procedural questions about signatories and timing; staff confirmed both signatures are required by the Corps. Council placed the concurrence/financial-capability authorization on consent so the Corps can proceed with its formal review.
