Batavia council approves appointments, safety equipment and utility upgrades

Appointment: Lance Garrison was appointed to the Batavia Active Transportation Commission for a three‑year term; the roll-call vote read 14 in favor.
Public safety equipment: Council approved Resolution 2025‑139R to purchase a refurbished ZOLL X‑series cardiac monitor/defibrillator for the fire department. City staff said the refurbished unit is compatible with existing Tri City Ambulance equipment and costs less than half of a new unit; the resolution passed unanimously in the roll call recorded by staff.
Utilities: Council approved Resolution 2025‑130R, awarding a contract to the Morris Group to reconfigure the city’s main electrical substation at 10 South Chumley Avenue for $863,375 (including a 10% contingency). Staff said the aging substation equipment — some dating to 1979 — requires replacement to maintain service resiliency; construction will include temporary parking and pathway impacts during work.
Consent and other items: The consent agenda, which included minutes, payroll and several resolutions (sidewalk easement, IGA for green program funding, AI subscription) and an annexation ordinance, was approved 12–0 with one abstention and one absence. Council also scheduled follow-up items including an integrated resource plan public meeting on Dec. 9 and a River Street review in committee to examine preservation and redevelopment options.
