Several board members pressed for documentation that at least one of the containers was included in the current year’s adopted capital or operating budget, noting the town’s purchasing policy requires items above a threshold be identified in the approved budget. Questions included whether bids were apples‑to‑apples, options for repurposing or selling old cans, delivery logistics and whether an outside hauler (Casella) could reduce transport cost by staging equipment closer to Rangeley.
Staff said Atlantic submitted the most responsive bid, noted minor specification differences and said Casella had suggested a $500 per‑can handling option that could be explored. The board asked staff to provide the capital‑reserve detail and specific budget documentation at the next meeting before final acceptance; the item was discussed at length but the board did not finalize the purchase at the Dec. 15 meeting.
