Staff recommends rezoning at 1416 East Vesta to match existing duplex use

At the Dec. 8 work session planning staff presented a rezoning request for 1416 East Vesta Avenue (application P2025RZDash001Dash10). The applicant, Horace Walker, requested rezoning from R1A (urban residential) to R2 (two-family) to bring the legal zoning into alignment with the existing duplex use.
Staff noted other duplex properties on Vesta Avenue already function as two-family dwellings and cited a 2013 precedent (1402 East Vesta Ave) where a similar rezoning was approved. Planning commission and staff recommended approval to regularize the land use and to support financing needs cited by the owner.
Council asked why the owner was seeking the change; staff said the immediate impetus was financing requirements from a lender. The applicant was not present for the work-session presentation; staff placed the rezoning on the next agenda for formal action and public hearing.
