Board defers decision on 4 Elm Street Outpost pavilion, cites need for clearer materials and renderings

The Conway Community Appearance Board on Monday deferred action on a proposed outdoor pavilion at 4 Elm Street (Conway Outpost), saying members need clearer materials and a revised rendering before granting final approval.
City staff summarized the proposal as a roughly 90-foot-by-56-foot open wooden pavilion with a stage, bar area and railings. Staff noted the site is in a flood zone and that "all construction materials... will have to meet technical bulletin two according to NFIP standards, as well as flood standards," the presenter said.
Board members asked for specific clarifications: whether the pavilion floor would be elevated (the applicant indicated the proposed floor elevation was about 4 feet), whether roofing would be shingles or metal and what the under-deck treatment would be. One board member requested that the applicant show shingles on the roof and specify whether proposed trim and lattice would be wood or PVC. Another board member recommended showing 90-degree lattice and clearer elevations to help the board assess compatibility with adjacent riverfront structures.
Given the outstanding questions, the board voted to defer the item and requested revised elevations, material specifications and a rendering that accurately shows the proposed roof and under-deck treatments. Staff suggested the applicant could return to the Jan. 14 meeting with the requested materials.
