Lakeville — The Lakeville Conservation Commission on Dec. 16 issued a Negative 3 determination with one condition for work at 19 Hilltop Acres related to replacing a failed septic system near Long Pond.
The commission opened a noticed public hearing under the Wetlands Protection Act (Mass. Gen. Laws ch. 131, § 40) for James Riley’s request for determination of applicability. Will Connolly, identifying himself as "Dean of Consulting Engineers," described the plan to tie the house plumbing to a new septic tank and install a liner between the leaching field and house. He said the only work in the buffer would be pipe tying and lining and that test pits did not encounter groundwater. "We provided silt sock for erosion control on both sides of the house," Connolly said.
Commissioners questioned slope and placement and discussed erosion-control monitoring. The commission moved for a Negative 3 determination (meaning work is allowed with conditions) with the single condition that the conservation agent inspect and confirm the siltation controls during installation; the motion was moved by John LeBlanc and seconded by Joseph Chamberlain and carried on an affirmative voice vote.
The commission closed the hearing and recorded that, with the condition satisfied by the agent’s inspection, the applicant may proceed as described. Any modifications to the plan will require further review.
