Lakeville EDC recommends SRPEDD for economic development plan, seeks $8,000 clarification

The Town of Lakeville Economic Development Committee on Dec. 15 voted to recommend that the select board award a contract to the Southeastern Regional Planning and Economic Development District (SRPEDD) to develop an economic development strategic plan, contingent on clarification about an $8,000 municipal-assistance line item in SRPEDD’s proposal.
Committee members said SRPEDD, a regional planning organization, would use a $94,000 grant to support the contract and that the agreement in the meeting packet listed a contract 'not to exceed' $102,000. Committee members asked staff to confirm what, if any, additional town funds would be required above the grant.
Chair (Unidentified) summarized SRPEDD’s role and the contract’s scope, saying the organization would provide data, public engagement and deliverables such as a project management timeline and strategy edits. 'Contingent upon the clarity of that $8,000,' the chair said when moving the recommendation.
Members discussed specific budget lines: an $8,000 entry described in the packet as 'CERPID fiscal year 26/27 municipal assistance' and a $12,000 direct-costs item listed for vendor quotes and data acquisition. Several members said they would verify whether the $8,000 represented separate SRPEDD grant funding or a municipal contribution before the select board considers the contract.
Supporters said working with SRPEDD would be faster and more administratively straightforward than issuing a new request for proposals, because SRPEDD is a regional agency that often receives grant funding and can coordinate procurement matters. Opponents of removing line items cautioned that cutting components to save money could reduce the plan’s usefulness.
The committee’s roll-call vote was unanimous: Wilga, Driscoll, Carboni, Howard and Sol Davila voted 'aye.' The committee asked staff to return with a clarification of the $8,000 municipal-assistance line and to place the item on the select board’s agenda for final approval.
The committee also discussed timing: SRPEDD’s proposed schedule runs from Jan. 1 through June 30, and members said a kickoff meeting with SRPEDD would follow select-board approval.
