The Delaware County Board of Commissioners on Dec. 18 approved a slate of routine business items, including reorganizations, budget transfers, contract awards and scheduling changes.
Among the approved items were: adoption of the electronic meeting record for Dec. 15 (Resolution 25‑1064); approval of purchase orders and procurement card payments (25‑1065); formal election of Jeff Benton as president (25‑1066) and Gary Merrill as vice president (25‑1067); designation of County Commissioners Association of Ohio voting representatives (25‑1068); appointment of the board’s representatives to various commissions (25‑1069); adoption of a higher micro‑purchase threshold for federal procurements (25‑1070); delegation of authority to the director of Job and Family Services (25‑1071); continuation and compensation for legal counsel under RC 309.09(C) (25‑1072); fixing the county administrator’s compensation for 2026 (25‑1073); cancellation of several 2026 sessions (25‑1074); and transfers and supplemental appropriations including returning unclaimed funds to the general fund (25‑1075), categorized appropriations for meals and amenities (25‑1076) and operating cash transfers to special revenue funds for 2026 (25‑1077).
The board also approved maintenance and service agreements (Resolution 25‑1082) for the county’s Mitel telephone system with Parallel Technologies Inc.; awarded a biosolids hauling and disposal contract to Rumpke of Ohio (25‑1083) — a two‑year agreement with options for three one‑year extensions — after Regional Sewer District staff said the county hauls just under 17,000 wet tons of biosolids annually; and approved a transfer of appropriation to permit the Sheriff's Office to purchase ballistic helmets (25‑1081).
Finally, commissioners approved Resolution 25‑1085 to adjourn into executive session to consider appointment of a public employer or official, pending or imminent litigation and confidential economic‑development matters. Votes on routine items were unanimous unless otherwise noted.
