Board surrenders portion of Gillum Road to City of Eugene after public hearing

Lane County held a public hearing Dec. 16 on the City of Eugene’s request to assume jurisdiction of a portion of Gillum Road (County Road No. 2283) under ORS 373.27 and subsequently approved the transfer.
County surveyor Jay Blomey presented the item and said the portion proposed for surrender lies between Ayers Road and Don Juan Avenue and is being improved under a county contract with urban upgrades including curbs, sidewalks, stormwater treatment and bike lanes. Blomey told the board the project is scheduled for substantial completion by year‑end and that the county will fulfill its contractual construction obligations before the city assumes routine maintenance and permitting responsibilities.
No members of the public offered testimony on the item. Vice Chair moved to approve order 25‑12‑16‑13 to surrender the specified segment of Gillum Road to the City of Eugene; the motion passed unanimously (5‑0).
Commissioners praised the project’s improvements and noted the transfer supports pedestrian safety and neighborhood connectivity near Gillum Elementary School.
