Board grants conditional-use permit for 10-dog commercial kennel at 3150 Northumberland Highway

The Northumberland County Board of Supervisors granted a conditional-use permit Dec. 11 to allow a commercial dog-boarding kennel limited to 10 boarding pens at 3150 Northumberland Highway.
Applicant John Runkle presented his proposal and confirmed the operation would be limited to 10 pens. Planning and zoning staff read suggested conditions to the board: obtain all required permits and licenses; limit boarding to the 10 pens described in the application (any expansion would require board approval); keep dogs on a leash when outside fenced areas; maintain the facility to prevent offensive odors that could carry to adjoining properties; use non-reflective, downward-directed lighting; and make the permit nontransferable with noncompliance to be enforced by returning the permit to the board for possible revocation.
Runkle agreed to the conditions and the board moved to approve the application with the suggested conditions. The motion carried by voice vote.
The permit allows the facility to operate under the stated conditions; any future expansion or noncompliance would require further board action.
