Lane County commissioners on Dec. 16 approved Supplemental Budget Number 2 for fiscal year 2025–26 after a public hearing and a staff summary of changes.
Financial Planning Manager Christine Moody told the board the supplemental is timed to close with the county’s external financial audit and adjusts fund balances to reflect actual carry‑forwards. ‘‘Every fund that has a fund balance carry forward is touched in this supplemental,’’ Moody said, and she noted the supplemental contains adjustments tied to a newly completed LCPOA collective bargaining agreement and project timing changes in the Parks Levy fund. Moody said three funds triggered the public‑hearing threshold because expenditures changed by more than 10 percent, including the Parks Levy and two smaller funds.
Moody also said the supplemental reduces county staffing by a net 41.55 full‑time equivalent positions, citing declines in community health centers (about 15.3 FTE), Lane Care (12 FTE), parole and probation in part due to state funding changes, and Human Services reductions.
In addition, Moody said opioid settlement funds are proposed to pay added state matching requirements for family child health—about $350,000—and to cover 0.75 FTE to support drug and mental‑health courts.
Chair Laval opened the hearing for public testimony; no in‑person or virtual speakers raised comments on the supplemental. Vice Chair moved to approve the order and resolution adopting the supplemental budget; the motion passed on a 5‑0 vote.
Moody told commissioners the solid waste fund has been identified ‘‘not structurally balanced’’ in this supplemental and staff will report back during annual budget preparations with options, timelines and further detail. The board’s next scheduled budget work session was set for the afternoon.
