The House Committee on Economic Competitiveness on Monday rejected a substitute tied to Senate Bill 27 but then voted to report SB27 with recommendation to the full House.
Chair Hoadley introduced the bill and Colin Fowler, legislative director for Senator Veronica Kleinfeld, told the committee the measure is "very simple" and a technical update to change the procurement technical assistance center name to "Apex Accelerator," a change that took effect in fiscal 2023. Fowler said SB27 is a reintroduction of 2023's SB 481 and noted both the 2023 and 2025 versions passed the Senate unanimously.
Representative Ricksy offered a substitute (H-1, House Bill 4576, tied to SB27) and described the substitute as a vehicle to restore funding cuts he said affected vulnerable Michiganders. Representative Bridal moved to adopt the substitute; roll call produced three ayes and six nays and the clerk announced "the motion does not prevail." The committee then considered a motion from Representative DeBoer to report SB27 with recommendation; the roll call on that motion showed 10 ayes, 0 nays and the motion prevailed, and the committee reported the bill with recommendation.
The committee’s action centered on a technical statutory name change rather than any substantive policy change. No executive agencies, regulatory standards, or implementation steps were attached to the bill during the committee’s consideration.
