Scott County water‑resource staff briefed the Board of Commissioners on Dec. 4, 2025, describing ongoing watershed work, capital projects to reduce sediment, groundwater testing and mitigation, and aquatic invasive‑species prevention.
Panelists said project selection is guided by watershed monitoring and comprehensive plans; they cited the Bridal Sand Creek area as a high‑sediment contributor identified in monitoring and a 2015 feasibility study. Ryan Holzer, the county’s water resources scientist, described construction techniques used in bluff and stream‑bank stabilization projects, saying "the easiest way to describe it ... is if you remember Lincoln logs" as a shorthand for stacked, anchored timber structures that are then vegetated for long‑term stability.
Staff explained those bioengineered structures (wood, boulders, anchored piles and planted vegetation) move stream flow away from erosive bluff toes, reduce sediment delivery to waterways and can include habitat benefits. Sand Creek Phase 5 was described as a higher‑cost project that required grant leverage; staff said earlier phases targeted the highest sediment contributors first.
On groundwater, staff described the county well‑test program: homeowners obtain kits, submit samples to a lab, and receive results from the county, which provides guidance when contaminants exceed thresholds. The board was told that outreach and Department of Health prompts in 2019 drove a surge in tests and that "We have high arsenic in Scott County," according to county staff. Commissioners and staff said treatment units (including reverse‑osmosis systems) are available and that a Department of Agriculture‑funded joint grant with Dakota and Washington counties can cover much of the cost (staff estimated roughly $2,500 for an RO system for a primary drinking faucet under the program).
Panelists also discussed development review (DIRTT) meetings that bring applicants together with county departments and partner agencies before formal applications to identify issues early and reduce delays. Staff emphasized partnerships with cities, townships, the SWCD and the DNR that allow the county to leverage grants and technical assistance and to deploy solutions such as iron‑enhanced sand filters or baffle installations in collaboration with municipalities.
On aquatic invasive species, staff confirmed zebra mussels were detected in Cedar Lake this year and reiterated that watercraft inspections, statewide coordination and targeted prevention funding are key to slowing spread; limited inspection funding means not every access has year‑round coverage. Commissioners asked about mosquito vectors related to catch‑basin sumps; staff acknowledged trade‑offs and said targeted larvicide treatment is possible where standing sump water persists but that treatment logistics and scale are constraints.
The briefing closed with staff noting that some community improvements (for example, neighborhood conversions from turf to native plantings) are not always captured in county metrics, and the WMO team said it is exploring broader KPIs to capture community‑led outcomes.
