Commission starts protest periods for 2026 SIDs, approves engineering task orders and dam change order

Engineering and community development staff presented multiple preliminary engineering reports, Special Improvement District (SID) initiations and related task orders to the Dickinson City Commission on Dec. 16.
For the 2026 road maintenance project (City project 202601 / SID 202601-1), staff presented a preliminary SID amount of $630,309.16 and a total construction opinion of probable cost of $4,250,000. The proposed SID interest rate was 4.1% with a 10-year repayment option; the city noted that property owners who pay special assessments in full by Oct. 1, 2027 would avoid interest or penalties. Commissioners voted to begin the protest period for the SID; one commissioner recorded a 'no' on the special-assessment vote.
For a related 2026 utility and street improvement project (SID 202605 and companion district), staff described replacement of 11 blocks of 6-inch cast-iron water main (and one block of 6-inch asbestos-concrete main), multiple lead service-line replacements (which staff said the city will fund 100%), curb, gutter, sidewalks, ADA ramps, sanitary sewer work and asphalt work. For one district staff listed a preliminary SID amount of $1,115,467 and a total project estimate across the combined work of $9,110,000. Commissioners approved starting the protest period on these utility and street SIDs.
The commission approved a task order with Civil Science Infrastructure Inc. for preliminary engineering and SID documentation on the 2027 road maintenance project (task order $227,050) and approved a Moore Engineering task order for sanitary manhole construction engineering ($141,555 estimated). Keller also presented a change-order amendment to Barr Engineering’s East Broadway Dam contract to move certain construction-phase items into design to permit cost-share application to the North Dakota Department of Water Resources; the amendment amount was $45,060, with an anticipated 75% cost share application to DWR and funds from gross production tax.
Senior Engineer Keller also brought forward a standalone contract with American Engineering & Testing for geotechnical and materials testing for the Baylor Building expansion (estimated $29,111.50; funded by GPT and an SRF loan), and the commission approved an annual oversized-load permit with Fisher Sand and Gravel (annual fee $12,000) to allow up to 200,000-pound loads along a designated route.
Staff said bid openings are anticipated in February 2026 for the major projects and emphasized contractors’ scheduling and concrete supply as risks to be managed during the 2026 construction season.
