Vigo County board authorizes up to $100,000 for emergency Indiana Theatre brick repairs

The Vigo County Capital Improvement Board on Dec. 17 authorized the treasurer, with legal approval, to accept one of two contractor quotes and sign a contract not to exceed $100,000 to repair bricks that have fallen from an alley wall at the Indiana Theatre.
Treasurer (acting) said the board will use unspent 2025 budget funds — identified as approximately $134,637 in underruns across miscellaneous ($92,000), professional services ($26,000), theater utilities (about $8,000) and maintenance — to pay for the emergency repairs. "Let's take basically 100 of that," the treasurer said, describing the expenditure as drawn from already-budgeted savings and intended to preserve a healthy cash balance.
Board members described the proposed work as selective repairs rather than a full wall replacement. The treasurer said contractors will perform tuckpointing and targeted brick replacement where water intrusion near the roof contributed to failures and that teams would provide biweekly updates, including photos and rate information, so the board can halt work before the cap if appropriate.
Board member Brian Koistra urged attention to contractor hourly rates and the time-and-materials nature of the work: "I would look closely at their hourly rates because at the end of the day, that's essentially what we're paying based on." The treasurer said the not-to-exceed contract structure would lock in a maximum expenditure while allowing necessary work to proceed quickly.
The board voted and the motion passed with unanimous support among present board members. Legal counsel will review the selected quote before execution; the treasurer will have authority to approve the contract up to the $100,000 cap and will provide biweekly progress reports to the board.
Separately, the treasurer noted that roof engineering and bidding documents for more extensive roof work remain a separate project with a placeholder of $388,000 moved to January 2026.
The board did not specify which contractor was chosen at the meeting. The action is recorded as an emergency repair authorization; follow-up reporting to the board is expected during regular meetings.
