Vigo County approves oversight agreement for $100,000 gift to school corporation

The Vigo County Board of Commissioners approved an agreement to establish an oversight committee charged with managing a $100,000 gift to the Vigo County School Corporation.

Terry Milesett (Speaker 10) described the document as an agreement (not an interlocal agreement) that creates a three-member oversight committee under Indiana Code 36-2-6.5 to oversee the use of the gifted funds. "The committee shall perform all duties set forth in Indiana code 36 dash 2 dash 6.5," the reading of the agreement states.

The agreement sets conditions for using the gift: the Vigo County Council's appointee to the oversight committee must attend monthly council meetings and report on contracts, professional service agreements and monthly financial reports for the committee. The agreement also requires the school corporation to return to the county council for approval if additional funds beyond the $100,000 gift are needed. The reading said any attempt to make Vigo County responsible beyond the $100,000 would be explicit justification for the county to deny further related requests.

The chair asked whether the county attorney had reviewed the agreement; the transcript records that the document is approximately two and a half pages and that the school board had unanimously approved a corresponding resolution the night before. Commissioner motions to approve included authorization for county signature.

Commissioners approved the agreement by voice vote and offered to provide copies of the agreement as a matter of public record.
