East Ridge officials say contractor behind on paving; $1.3M resurfacing program to be re-scheduled if work not finished

City Manager Miller and Public Works staff said $1.3 million is budgeted for the FY25–26 resurfacing program. They reported on-site inspections and field measurements are underway, after which staff will produce a lineal-feet estimate and probable construction cost. "We have $1,300,000 in the fiscal year 20 25, 20 26 for resurfacing," Miller said in outlining the program.
Council and staff noted specific problem areas, including an uneven "hump" on the road approaching the Whataburger/Champneys area; staff said Adams Construction had completed other sections but Caldwell had not finished some smaller jobs. If Caldwell does not complete its 2024–25 contract by the end of the month, staff recommended terminating the contract and using any unspent funds to prioritize streets that were milled but not resurfaced in the 2024–25 cycle. The plan would be to re-bid the program and begin resurfacing after April 1, 2026, with the carried-over monies placed at the top of the 2026 list.
Council members urged staff to ensure that streets milled and left unfinished receive priority; staff noted engineering (ACE Engineering) is coordinating on specific problem corrections and that the City will pursue options to get the final paving and hump corrected as soon as practical.
No formal vote to terminate the contract was recorded at the meeting; staff presented the resurfacing program for council review and discussed next steps.
