Fishers council approves fleet lease, salary changes and sewer hookups; elects DeLucia president and Tiffany vice president

Tiffany moved to suspend the rules; the motion carried. John DeLucia moved approval on first reading; Tiffany seconded the motion and the item passed by voice vote.
