Fishers council approves fleet lease, salary changes and sewer hookups; elects DeLucia president and Tiffany vice president

At its Dec. 15 meeting the Fishers City Council approved a short-term lease for a public-works sewer truck, amended the 2026 salary ordinance (raising the assistant city attorney pay and adding deputy fire marshal incentives), approved two sewer connections for 8615 Willow Drive, and elected John DeLucia council president and Tiffany vice president for 2026. Routine board appointments were also approved.
The Fishers City Council on Dec. 15 completed several routine year‑end items, including approvals for fleet financing, personnel pay adjustments, sewer connections and internal leadership elections.
Lease financing: City staff described a short-term lease (not to exceed five years) to finance a sewer cleaning/vacuum truck for the Department of Public Works, noting the asset depreciates quickly and financing terms were preferable to long-term ownership. Tiffany moved to suspend the rules; the motion carried. John DeLucia moved approval on first reading; Tiffany seconded the motion and the item passed by voice vote.
Salary ordinance changes: Ethan Lee, director of human resources, asked the council to amend the 2026 salary ordinance to raise the minimum biweekly pay for the (vacant) assistant city attorney position to a higher grade and to add or clarify incentive pay for a deputy fire marshal. The council suspended the rules (motion by Todd) and approved the ordinance (motion carried by voice vote).
Sewer connections: Staff (Ross) presented sewer-connection work for 8615 Willow Drive; the council approved Item 12 (motion by Selena, second by Bill) and Item 13 (motion by Tiffany, second by Bill) in separate voice votes as required.
Elections and appointments: As his last meeting as president, the outgoing presiding officer opened nominations for 2026 leadership. John DeLucia was nominated and elected council president (motion seconded by Todd; voice vote carried). Tiffany was elected vice president (motion by Todd, second by John). The council also voted to approve the slate of board appointments (motion by Selena, second by Tiffany).
Public comment and adjournment: During public comment, Bob Galovish, a park steward from the River Glen neighborhood, reported that 24 volunteers removed an estimated 180 cubic yards of invasive bush honeysuckle at Richie Woods on Nov. 22 and distributed a handout. The meeting adjourned after closing remarks and holiday greetings.
