The Forest Park Urban Redevelopment Agency received its financial report for November 2025 at the boardmeeting, with the finance director reviewing account balances, deposits and the agency's ACH settlements.
"The beginning budget is about $7,341,005.89," the finance director said, noting an ending balance reported for the set of accounts and deposits of about $28,840.45 and withdrawals totaling roughly $33,221. The director told the board the agency's operating revenue was budgeted at $8,690,500 with year-to-date actual revenue of $2,842,014 and an operating expense budget of $4,229,050. The packet included bank statements from Truist and an AP payment register for reconciliation.
Board members asked for clarification about ACH settlement entries and a series of attempted reversals. The finance director said the ACH-reporting pages list vendor-level details -- including OASIS and TSW -- and that the system is showing blocked attempts: "That's the ACH blocking, positive pay, all that's working," the director said, explaining automatic reversals appear on the statements. When asked whether the institution was pursuing "bad actors," the director said affected accounts are closed and referred to appropriate authorities when warranted.
The director also described reinvestment totals and longer-term account statements included in the packet and told members that department payment reports and AP registers are available for more detailed review. Several line items and an encumbrance are included in the packet; the director recommended members examine the back of the packet for the AP payment register that links ACH entries to vendors and dates.
The board asked no further questions during the presentation and moved on to the next agenda item.
