Council reviews Boone County Planning Commission recommendation to allow hotel murals at 7454 Turfway Road

Planning Director Todd Morgan presented Boone County Planning Commission resolution R25O23A recommending approval, with conditions, for a concept-plan change and a plan development exception that would permit two hand-painted murals on a hotel at 7454 Turfway Road (the Comfort Suites property, to be rebranded as Spark by Hilton).
Morgan showed maps and photos, said the Planning Commission had previously approved an exterior painting plan (without murals) and explained the revised concept plan now lists the front mural at 151.21 square feet and the southeast facade mural at 169.58 square feet. Under the Houston-Donaldson overlay (HDO), building-mounted signs are limited to 2 square feet per linear foot or a maximum of 200 square feet; both facades' total proposed signage exceeded 200 square feet, so the plan requested exceptions through the plan development process. The Planning and Zoning Committee recommended approval of the revised plan and included a condition limiting mural color palettes to the hotel's brand scheme and prohibiting letters, numbers or LED elements in the mural.
Council asked clarifying questions about additional uplighting and the applicant confirmed no new up-lighting would be added.
What happens next: Council considered the Planning Commission recommendation; staff and the applicant will proceed consistent with the condition that the murals adhere to the hotel's color pattern and avoid text or LED signage.
