The board accepted the November 2025 financial report after a presentation by the district’s finance lead.
Finance staff reported steady revenue—property-tax collections at roughly 98% for the period with about $2 million still expected—and projected salary-and-benefit expenditures trending under budget by about $2.5 million. The report also disclosed a reconciliation of delayed school-resource-officer invoices, which created a roughly $1.6 million red item for the month due to backlogged bills and overtime adjustments. Operating fund balance was presented at approximately $65 million and capital improvement fund balance at about $66 million; the federal fund appeared temporarily negative due to reimbursement timing.
Board discussion pivoted to special-education spending and enrollment-driven staffing pressures. Staff showed a 10-year revenue/expenditure history and a breakdown of special-education personnel: one-on-one paraprofessional counts have risen from about 147 in 2021 to roughly 180 in the current year. The presentation noted the district’s contribution toward special-education costs has grown substantially—staff referenced a gap approaching $30 million—and trustees asked for more detail on services associated with 1-on-1 assignments, billing practices and how much revenue the district may be missing (for example, Medicaid billing for billable services such as OT, PT and speech therapy).
The board discussed secondary courses with low enrollment (dozens of sections with fewer than 15 students, many with 10 or fewer) and heard a suggestion to collapse or virtualize low-attendance electives to reduce staffing costs. Trustees asked staff to prepare options that aim to soften transitions for affected employees where possible; staff noted some transfers will be possible but that some positions may not be retained if courses do not meet minimum enrollment.
The board then approved the November financial report by voice vote. Later in the meeting the board also approved the hiring of Dr. Natalie Coulter as principal of Roberts Elementary after returning from an executive session on personnel.
