Goodyear amends zoning to comply with state middle‑housing law; ADU rules updated

Goodyear’s City Council unanimously adopted an ordinance on Dec. 15 to revise the city’s zoning code so it complies with recently passed state laws on middle housing and accessory dwelling units (ADUs).
Planning Manager Christian Williams presented the amendment, which the staff and Planning & Zoning Commission recommended. Williams said the city created a middle‑housing overlay district to permit townhouses, duplexes, triplexes and fourplexes on single‑family lots within one mile of downtown (excluding areas within the vicinity of Luke Air Force Base). He also explained that, consistent with state law, the ordinance updates definitions and allows ADUs near the Phoenix Goodyear Airport provided they are not inside the 65‑decibel noise contour. Williams told council the city must adopt the changes to remain in compliance with state law by Jan. 1, 2026.
“Staff and the commission recommend approval of the text amendment, and if approved, the text amendment will go into effect immediately in order for us to remain in compliance with state law,” Williams said.
The ordinance was adopted 7–0. No public speakers addressed this item at the hearing. Staff indicated the changes are ministerial and required by the state; council members framed the vote as adopting state law locally rather than initiating new local policy.
Authorities and action: ordinance number 2025‑1642 (amending multiple zoning ordinance sections to add a middle‑housing overlay and update ADU provisions) was adopted and will take immediate effect so the city remains in compliance with the cited state statutes.
