Commission approves limited-childcare conditional use permit for Lillian's Bright Star Academy

The Gallatin City Planning Commission approved a conditional use permit for Lillian's Bright Star Academy to operate a limited-childcare facility in an existing commercial building under Resolution 2025009.
Brad Hickman, a city staff planner, told the commission the proposal involves a change of use for an existing building in the Commercial Services (CS) district and that a site plan will be required to address parking, landscaping and possibly a sidewalk; no substantial building expansion was planned. The agenda materials list a 1.8-acre lot in the staff readout.
The property owner (identified in the hearing as Ethrine) said she has owned the building about 40 years, has completed parking and paving work and would prefer not to add a sidewalk at the frontage. A commissioner said they welcomed a new childcare option in town; in discussion the board noted that site-plan review will settle minor exterior improvements.
A commissioner moved to approve the conditional use permit; the motion was seconded and carried by voice vote. The commission recorded the motion as carried and closed the hearing on Resolution 2025009.
The approval allows the applicant to submit a site plan to address parking, landscaping and other technical items before any change-of-use permitting or occupancy occurs.
