The program included a video tribute that recounted accomplishments during Butler's tenure, mayoral commendations from local and state officials and personal remarks from community leaders. A state representative read a gubernatorial proclamation noting Butler was sworn in Jan. 2, 2018, described her as Forest Park's 24th mayor, and cited administration achievements including the Fort Gillum redevelopment and an economic‑impact figure reported in the proclamation. The proclamation text presented at the meeting said the Fort Gillum transformation had generated approximately $1,000,000,000 in economic impact and roughly 3,250 job opportunities (figures were read as part of the proclamation).
Community leaders, clergy and longtime residents offered personal memories and thanks. Dr. Filami and other speakers invited community matriarchs to the stage and recounted campaign and volunteer stories. The Forest Park Ministers Association and the Clayton County Board of Commissioners presented plaques and a proclamation honoring Butler's civic service.
Mayor Butler addressed the audience for an extended farewell in which she reflected on personal trials and leadership lessons and urged the council and community to protect the progress made during her administration. One direct line from Butler's remarks: "I would rather lose with my integrity than win without it." She highlighted initiatives for employees (the LEAD/LEAF initiative), investments associated with Fort Gillum redevelopment, workforce and youth programs, and emphasized unity and stewardship for the city's future.
Ceremonial items included placing Butler's official photo on the historical wall and presentation of a key to the city. The event closed with applause and community benedictions.
