Planning staff presented two ordinance second‑readings and the board approved both unanimously. The first, ORDINANCE 2025‑03, updates the Morrow County Zoning Ordinance to implement new Oregon administrative rules related to farm and forest lands and makes a minor amendment to the flood‑hazard overlay. Staff said the planning commission had unanimously recommended approval.
The board also approved ORDINANCE 2025‑04, a second reading to add local code implementing new Eastern Oregon solar siting rules adopted by the Land Conservation and Development Commission. Tamara Mabbit explained the amendments allow both the existing OAR 660 permit path and the new section 44 permit path to be available locally so applicants have two local options.
Commissioners had limited discussion and asked staff to confirm formatting and wording; staff confirmed formatting issues in an earlier packet copy were corrected in the final ordinance copies. Both second readings were approved on voice vote.
What’s next: Ordinances will be filed and staff will update code sections and public material to reflect the new permit paths.
