The advisory committee presenter said the goal is to refine the list, hire a consultant to provide more reliable cost estimates, and return a polished capital improvement plan in February. "We compiled some projects, worked out with department heads, and, where applicable, put some preliminary estimates on costs," the presenter said. The committee expects consultant bids and estimates to be returned before Christmas so the county can award a contract and refine the schedule before the new year.
Commissioners and committee members agreed the list should emphasize facility projects above $100,000 and include separate indexes for roads and bridges and for fleet purchases. The committee also recommended adding projects to an "extended" list for grant pursuit and long‑term planning if they are not prioritized in the five‑year window.
The session produced a set of directional priorities rather than final approvals. Items the committee advanced for five‑year consideration included the historic courthouse rehabilitation (with seismic work highlighted), the circuit courthouse project already underway, a Boardman courthouse annex proposal, public health building replacement or colocation, and safety‑critical fairground improvements. Several projects (airport pilot lounge, shooting range, and a large regional training center) were not recommended for immediate five‑year funding.
Next steps: the county will award a consultant to produce refined cost estimates and funding options; commissioners will reconvene to approve a formal five‑year CIP list informed by those estimates.
