City staff update multiple city-owned property dispositions, signal RFPs for key parcels

City staff provided an update Oct. 14 on solicitations and disposition planning for several Phoenix-owned parcels, describing current solicitations, rezoning milestones and next steps for requests for proposals (RFPs).
Zanden Keating and Eric Johnson summarized sites currently in process and planned for later RFPs. Staff said the Four Corners property at 24th Street and Broadway received four offers after an RFP deadline on Sept. 15 and that staff are evaluating those offers. A Regency Garage solicitation released in July is ongoing and governed by the city—s solicitation-transparency policy; staff said they could not discuss details while the procurement is active.
Staff described rezoning and planning on multiple transit-adjacent sites. Two just-over-10-acre parcels at 19th Avenue (one at Dunlap, one at Montebello) were rezoned toward the Walkable Urban Code and are being prepared for RFPs; staff said those RFPs will be developed in close coordination with the affected council offices and communities. The Ed Pastor Transit Center (about 3.5 acres at a Northwest corner of Central on Bridal) requires federal action to abandon a fee-title ditch that bisects the site before the city can release an RFP; an application is pending with federal authorities, and staff said that process is moving slowly.
The Southeast corner of Central and Broadway (about 3.76 acres, neighborhood-services-owned) is nearing the end of a rezoning process and staff anticipate releasing an RFP in 2026 after the rezoning concludes; the South Mountain Village planning committee and planning commission gave unanimous recommendations for approval. Staff also described three parcels near 7th Avenue and Washington totaling about 4.63 acres (one portion currently houses police headquarters) and said the American Institute of Architects has run an ideas competition using the site as a base, with results expected in January 2026.
Councilmembers asked staff to coordinate with Maricopa County and the Arizona Department of Administration on the 7th Avenue and Washington planning, and requested additional research about the naming implications for the Ed Pastor Transit Center when redevelopment occurs. Staff committed to follow up and to return with updates as RFP timelines are finalized.
