Central SD 13J reports attendance gains, outlines new code of conduct and safety-threats policy

Central SD 13J reported improvements in attendance and reductions in suspensions at its Dec. 1 board meeting, and staff presented several first readings of revised policies including a new safety-threats communication policy and consolidated talented-and-gifted rules.
An administrator told the board November regular attendance was 69 percent, a 6-percentage-point increase from the previous year; students with disabilities were up about 9 points year-over-year and economically disadvantaged students rose about 7 points. “That is a huge win,” the presenter said, while noting the district still aims to reach attendance levels in the 70s.
On discipline, staff compared current data with the 2021–22 baseline of 620 suspensions districtwide and reported November had four fewer suspensions than the prior year (an 8-percentage-point decrease). The district emphasized strategies to reduce suspensions, including reteaching expectations, social-emotional learning supports, counselors, behavior support staff and school-based mental-health associates. Staff also said they are building a K–12 code-of-conduct handbook for parents to clarify disciplinary levels and communication; the handbook is expected to be shared with families in a January rollout.
Policy work on first readings included consolidation of talented-and-gifted policy (IGBB consolidated with IGBBC into a single IGBB and one administrative rule), and an update to JHCA/JHCB on immunization, sports participation and concussion procedures tied to House Bill 3007 (2025) and OAR 581-021-3007. Staff said athletic directors reviewed concussion-related language and administrator training is planned for January–February.
Staff also proposed a new EBCA safety-threats policy to clarify what and when the district will communicate after major safety incidents. The policy would require the district to share information about lockdowns, secure, evacuations or shelter-in-place events within 24 hours unless student privacy or personnel matters prevent disclosure; staff acknowledged a past incident in which “we didn't handle it well,” and said that community feedback from the climate-and-culture survey informed the change.
Board members asked about two asterisks appearing in the policy title; staff committed to follow up with OSBA and report the footnote clarification in the Friday report. Emergency-drill procedures (EBCB) were also updated; tsunami drills were removed for this inland district, and required first-month lockdown drills for every building remain in place.
The board received the reports as informational; no policy adoptions or funding changes were finalized at the meeting.
